I have to share a bit of the past, around late 1980. I was stationed at Pearl harbor aboard the USS Worden (named for the captain of the Monitor ironclad). The ship in Hawaii was a guided missile cruiser and was the largest combat ship in the harbor. Because of this and our gold anchor status (for people reenlisting to escape from Hawaii) put us in the first berth, directly across the street from the enlisted club. After months in the ship yard it was like a blessing. The captain said that as long as you didn't have to be carried, you were cool. 
 
Well that was put to the test quick. It was as if hundreds of us were partying in shifts. So the club stayed open and the band kept playing. Drunken crews from the Worden were stumbling all over the place and we had not yet been to sea for more than a week. So it sure wasn't sea legs. There were some fights, vandalism and a few sailors passed out in the yards of the upper officer housing. It was a major scandal since our captain was a decorated hero. 
 
The base commander put our ship on Uniform Liberty for a month. This meant we couldn't leave the ship unless we were in a work crew or we were in full dress whites. The officers were saddled with enforcing the punishment and they were complete prix. 
 
One day I was leaving the ship late, after the watch had changed. I saluted and asked permission and the officer on deck said "you need a haircut". I said something like "Ok, I'll get one when I get to town". Then he's like, "nope, you don't leave the ship until you are inspection-ready". I looked for someone to cut a bit off, but found nobody I trusted, everybody was gone. I was about to cut it myself when it hit me that he was just fewking with me because he was on duty and was forced into dress whites by a bunch of enlisted pukes.
 
I went to my locker and changed into my dress shoes that I only wore for inspections. I went back to the QD and asked "are these shoes ok Sir". He's like "that's fine" and let me leave the ship.
